The Division is satisfied that the <br />tailings have been characterized with respect to the regulated <br />elements for surface and ground water quality at the appropriate <br />detection limits. The Division has also received proper proof that <br />COM, Inc. is a true affiliate of Durango Metals, the owner of the <br />Mule Vein ore. Therefore, COM, Inc. is conditionally approved to <br />bring Mule Vein ore to the Gold Hill Mill for further testing with <br />the following condition: <br />Stipulation No. 1 <br />COM, Inc. will obtain an approved Mining and Reclamation Permit <br />from the Division for the Mule Vein material before any production <br />of Mule Vein material begins. <br />If you should have any questions, please contact me. <br />Sincer~~y, <br />William C.
