J <br />1 <br />J <br />t <br /> <br />INTRODUCTION <br />1 <br />Purpose and Scope. The purpose of this report is to present Engineering <br />information that will be helpful to county officials, state officials and <br />private interests who are concerned about potential adverse effects that <br />might result from Western Paving Construction Company's proposed said and <br />gravel operations on the former John Weng farm near Lyons, Colorado. <br />The scope of this report is limited to a relatively brief presentation <br />{, <br />9 <br />j~ <br />i <br />of pertinent information. It is anticipated that much of the demonstration <br />of non-injury will be accomplished verbally, through meetings and discussions <br />with the people and interests directly concerned with this matter. <br />and report was done by two firms. In general, engineering responsibilities <br />were divided as follows: Charles C. Fisk worked on hydrology, water rights, <br />water supply and report writing and Henningson, Durham & Richardson (mainly <br />Eugene A. Burdick) did the field surveys, engineering design and drafting. <br />Legal assistance was provided by Mr. Gerald A. Caplan. <br />Acknowledgments. The engineering work covered by this investigstion <br />Background Information. On April 10, 1969, Western Paving Construction <br />Company filed with the Boulder County Department of Development an "A_~plica- <br />lion For Use By Special Review." The procedure for obtaining county +~pproval <br />of a use by special review consists of (1) preliminary hearing before the <br />Planning Commission (3rd Friday of the month), (2) public hearing before the <br />Planning Commission (30 days after the preliminary hearing) and (3) Ccunty <br />Commissioners' review (1 to 2 weeks after the public hearing). Step (3) <br />involves consideration of the Planning Commission's recommendations and <br />reaching a final decision. Disapproval by the County Commissioners is sub- <br />ject to appeal to County Court. <br />
