.`r <br />1980-003 was issued in January of 1982. Three hundred and sixty-two acres had been disturbed <br />at the mine site when mining operations ceased, and reclamation operations began, in 1987. The <br />319 acres of disturbed azeas of the mine pit, locate to the east of Routt County Road 53, were <br />completely backfilled and graded, topsoiled and seeded by the end of 1986. The 45.1 acres of <br />disturbed areas of the mine-site office, shop, and wazehouse facilities, to the west of the road, <br />were reclaimed in the fall of 1987. <br />A Partial Phase I release (Bond Release SL-O1) was approved in 1988 for the mine pit area. A <br />Partial Phase I release (Bond Release SL-02) was approved in 1997 for the facilities area. A <br />Partial Phase II and Phase III (Bond Release SL-03) was approved in June of 1999 for 357.3 <br />acres of the permit azea. Four parcels of ground, totaling 8.9 acres, were reserved from this SL-03 <br />bond release for the establishment of three enhanced shrub azeas and the repair of a slump in the <br />fourth. All but the 8.9 acres were subsequently removed from the permit area. <br />The HGTI employed a number of techniques to establish the enhance shrub areas, including <br />transplants, seedlings, and seed. The shrub areas were protected from elk, deer and antelope by 8- <br />foot-high fencing, designed in two of the three parcels to provide wildlife and livestock access to <br />retained permanent impoundments. An underground drain system was installed to enhance <br />ground stability of the slump azea. <br />Phases I, II and III bond release, as applicable, was approved for the 8.9 remaining acres of the <br />permit in October of 2006, a final bond release. <br />The HGTI is commended for the sustained effort, innovative procedwes employed, and <br />accomplishments in achieving final bond release of the Hayden Gulch Mine Permit C-1980-003. <br />
