<br />' The uses with greatest potential are roadbase and railroad <br />ballast. An adjacent quarry to the south (Snider Quarries) <br />' recently fulfilled a rail contract for 300,000 tons of rail <br />' ballast and currently trucks road base to Colorado Springs. <br />This market is not strong enough to support two producers. <br />The Snider quarry reportedly has reserves of 28,000,000 tons. <br />' Rail contracts are not consistent and the Colorado Springs <br />market is too distant to be economic. <br />' Even when the metallurgical demand was greater, subject only <br />' produced 160,000 tons annually. The supply of this material <br />in the area is far in excess of current or conceivable <br />' demand. <br />t Alternative Uses <br /> Alternative uses considered include development, grazing and <br />' public domain. The potential for de velopment or agricultural <br /> use is limited by the physical characteristics of the <br />' <br /> property. These include: steep topography, reclamation <br />' costs, lack of public utilities, poor access and general <br /> economic conditions in the area. <br />' In my opinion, the highest and best use of the property is as <br />' public domain. It is near a major community and is highly <br />visible from the highway. Such use is compatible with the <br />' presence of Royal Gorge Park to the west and the "Tunnel" <br />' road along the Arkansas River to the south. <br />I~ <br />10 <br /> <br />
