Dept. of Alatural Rzsources
Thank you for the opportunity to further discuss the question of shrub
densities on reclaimed lands at Seneca II. As per our conversation and
based on the fact that a shrub density value has not been proposed by the
state, the following program will be implemented over the next year to
arrive at an acceptable shrub density standard as stated in the MLR
stipulation.
As discussed on page 13-10 of the Seneca II Permit, the proposed planting
of shrubs will be at a density of 300 per acre in concentrated "groupings"
or "islands". It was also stated that a much higher density will actually
be achieved due to natural regeneration and reinvasion. Research at other
mines and actual conditions occurring on reclamation at Seneca II support
this. It is proposed that Seneca Coals, Ltd. collect shrub density infor-
mation on reclaimed areas in order to arrive at a more "concrete" shrub
density standard. A basic outline of the proposed program is presented:
1. Shrub density data on reclaimed areas at Seneca II will be
collected during the field season of 1982.
2. Shrub density data plus shrub species present will be collected
on three (3) areas of reclamation: reclaimed spoil, reclaimed
areas with topsoil from stockpiles, and reclaimed areas with
topsoil that has been direct-hauled from topsoil stripping
areas.

3. An adequate sample size will be collected from each of the
three proposed study areas.
