Long
Re: Phase II Vegetation Sampling for the Rimrock Mine (C-89-074) Divis+on Director
Dear Mr. Hayes:
I received a copy of your outline for sampling methodology you plan to use for vegetation
sampling at the Rimrock Mine site, CDMG Permit No. C-89-074 for the purposes of Phase
II Bond Release. This outline confirms our telephone conversations of June 25, 1996. The
site was seeded with the permanent seed mix in the Fall of 1993, with limited seeding in fate
1994. This summer will be the third growing season since the first seeding.
I reviewed the permit, and although the sampling methodology differs slightly from baseline
date collection, 25 Meter transects vs. 100 ft. transects, and use of an optical point frame
vs. a 10-pt. frame, i do not see that these differences would significantly affect the data
collection. The proposed sampling methodology is acceptable.Although the Bond Release
Guidelines (April 1995) suggest collection of a minimum of 15 sample transects per bond
release block, on a reclaimed area of limited size, 7.89 acres, data collected to adequacy or
a minimum of 10 transects is acceptable, in order to reduce the potential for transect
overlap.
One error I noticed, you identify the Mine as the Apex mine, Permit No. C-91-011. I
believe this to be an oversight as we had distinctly discussed sampling at the Rimrock Mine
in Las Animas County and the reclamation standards referenced are exclusive to the
Rimrock mine site. Your cover letter also states that the sampling plan applies to the
Rimrock Mine.
Due to the short notice provided to the Division prior to your data collection, the Division
is unable to accompany the data collection at the Rimrock site. Should you have any
additional questions, please contact Harry Rahney or me regarding vegetation questions.
Sincerely, ~
~v1
J et H. mns
En ' nm ntal protection Specialist
