Two soil associations were identified by the Soil Conservation Service: the <br />Witta-Falfa-Potts Association; and, the Camborthids-Torriorthents-Haplargids <br />Association. The majority of the disturbed area (north of La Plata County <br />Road 120) is located in the latter soil association while the sediment pond <br />and other drainage control structures south of La Plata County Road 120 are <br />located in the Witta-Falfa-Potts Association. <br />La Plata Coal Corporation recently cleaned up this old mine site and <br />stockpiled approximately 388 cubic yards of suitable soil material. This <br />material has been stockpiled on site and will be used during reclamation <br />activities. Also, La Plata Coal Corporation has committed to testing the <br />regraded area to determine the amount of fertilizers or soil amendments that <br />need to be applied. <br />The applicant is in compliance with the requirements of this section. <br />XII. Vegetation - Rules 2.04.10, 2.05.4(2)(e), 4.15 and 4.18(4)(1) <br />Information pertaining to vegetation information is presented in Section 2.04 <br />(pages 2.04-27 to -28) and Exhibit 6 and to revegetation in Section 2.05 <br />(pages 2.05-38 to -44) of the permit application. <br />The La Plata No. 1 Mine has been in existence since around 1905; consequently, <br />the mine facilities area has been previously disturbed. Since baseline <br />vegetation information cannot be obtained, La Plata Coal Corporation provided <br />a description of the adjacent areas as a means of describing the general area. <br />Three basic vegetation communities were identified: pinyon-juniper; mountain <br />shrub; and cropland. The affected area north of La Plata County Road 120 is <br />primarily located in the pinyon-juniper vegetation type; the sediment pond and <br />associated structures south of La Plata County Road 120 are located in the <br />cropland vegetation community. No known threatened or endangered species were <br />identified in the vicinity of this mine. Therefore, the Division finds that <br />the mining and reclamation activities will not affect the continued existence <br />of any threatened or endangered plant species or result in the destruction or <br />adverse modification of their critical habitat. <br />The revegetation plan for the La Plata No. 1 Mine as presented in Section 2.05 <br />is summarized below. <br />A. 1.
