introduction <br />This document is the Permit Revision No. 2 proposed decision package prepared by the <br />Colorado Division of Minerals and Geology (Division) for the Bowie No. 2 Mine. Permit <br />Revision No. 2 proposes to change the mining method from room-and-pillar to longwall, with <br />conventional mining in support of the longwall. This document is a modified version of the <br />original findings document for the issuance of the Bowie No. 2 permit. This document includes: <br />I) the proposed decision to Approve With One Stipulation the permit revision application; 2) a <br />summary which includes a history of the review of the permit revision application, a description <br />of the environment affected by the operation and a description of the mining and reclamation <br />plan; and 3) the written findings of compliance the Division has made as required by the <br />Colorado Surface Coal Mining Reclamation Act, Detailed information concerning the findings of <br />compliance can be found in the Regulations of the Colorado Mined Land Reclamation Board for <br />Coal Mining. <br />The Division is in the process of reviewing Permit Revision No. 3 as well. Permit Revision No. 3 <br />proposes to construct a downhill conveyor, a coal stockpile and coal haul truck loading system, <br />relocate a sedimentation pond and increase production to 5 million tons per year. Permit <br />Revision No. 3 is not discussed in this findings. When the Division renders its proposed decision <br />for Permit Revision No. 3, a separate findings document will be issued and made available to <br />interested parties for review. <br />The Division has received an application for a permit revision to revise surface coal mining <br />operations at the Bowie No. 2 Mine. The application was submitted by Bowie Resources, <br />Limited (BRL). The Mine is operated by Bowie Resources, Limited. <br />The mine permit area is located on Federal and Private lands within Delta County, Colorado. All <br />of the coal to be mined is privately owned, as are all the surface lands to be disturbed by mining. <br />The federal lands located within the permit area will not be disturbed by surface development <br />activities. These federal (ands are, however, within the areas of land which may be subjected to <br />subsidence impacts. In accordance with direction provided by the Office of Surface Mining <br />(OSM), the Division and the OSM consider the Bowie No. 2 Mine to be a private mine, for the <br />purposes of permit and inspection regulation. <br />The Bowie Mine No. 2 is located about five (5) miles northeast of Paonia, Colorado, adjacent to <br />State Highway ]33 and near the old Bowie townsite. The permit area includes 2327 acres, of <br />which 1999 are privately owned and 328 acres are federally owned.
