PORPOSE AND NEED <br />CHANGES HARE BETS7EEN DRAFT AND FINAL <br />As a result of public comments and review by Mountain Coal Company, <br />the BLM and the Forest Service, several changes were made to the draft <br />environmental assessment. <br />A section on Forest Service minerals management policy and the leasing <br />process was added, as vas a brief discussion of the public involvement <br />process for this EA. Pursuant co the Forest Service appeal regulations (36 <br />CFR 215.6(d)), Appendix 3 - Respor.~e to Comments was also added. <br />Mountain Coal Company provided more information relative to their <br />potential development needs on the Box Canyon tract; A reasonably <br />foreseeable development scenario was added based upon [heir input. <br />Several of the maps were removed because the maps did not accurately <br />portray the resources present on the oronosed lease tract. The stipulation <br />map was found to be inaccurate - _ -= ore is included in this EA. <br />The Colorado State Office of the 3ureau of Land Management (BLM) <br />received on March 11, 1994, a coal lease application from Mountain Coal <br />Company; it was assigned serial n•:^ber COC-56447. The application was <br />submitted under the Mineral Leasing =cam of 1920, Federal Coal Leasing <br />Amendments Act of 1976, and 43 C~ ,4=0. The coal reserves are managed by <br />the Montrose District Of?ice of t::e E!'!. The purpose of the environmental <br />assessment (EA) is to evaluate potential impacts of lease issuance upon the <br />physical and socioeconomic environment and co develop mitigating measures <br />to be included as lease stioulations in the event the lease is issued. <br />As a result of the lease a~p~::cztion, the Box Canyon coal lease tract <br />was delineated. The Box Canvor. Tract lies to [he east of federal coal <br />leases C-1362, D-044569, COC-:~55B ar.d ~"-":17192 which are leased by <br />Mountain C•=1 Company. `!ouncain Coal -ompany would like to continue <br />development of their underground ;-ini^g operation into the lease <br />application area. Mining would occur in the B and D/E Seams on the Box <br />Canyon Tract. <br /> The competitive lease application submitted by Mouncaln Coal Company <br /> identified a 2769.67 acre tract of federal coal.
