If the coal in the proposed lease area i5 mined at another date, it .
" mou:.d be done at a higher cost due to the "need for reentry. While the
economic benefits of Alternative One might still be enjoyed, they would be
achieved at a higher cost and hence, less efficiently. Or the bypassed
coal. may never be mined due to technical difficulties and economic
constraints.
There are no Mitigation Measures or Residual Impacts resulting from
Alternative Two.
Cumulative Impacts
Cumulative impacts from Alternative One are expected to be
insignificant due co the existing mining activity in the North Fork Valley,
the small lease acreage and small amount of expected surface disturbance
resulting from potential vent sites, access roads, and drill holes.
V. MITIGATION HEASIIRES
The following restrictions are the result of the application of the
Unsuitability Criteria:
After the application of Criterion Number 16, the 100-year floodplain
of the Nozth rork of the Gunnison P,iver (approximately 16 acres) is
• unsuitable for coal mining. However, mining related disturbances may
occur ii a written finding is made by the Authorized Officer that
mining will not cause a substantial threat of loss of life ar property •
and the interests of the public and the landowners affected by mining
within the 100-year flood?lain of the North Fork of the Gunnison River
will be protected.
The Forest Service issued s?ecial use permit to Mountain Coal Company
(01/30/92) for spring deveio?mencs and water transmission LiDes
located in portions of sections 21 and 22, T.13S., R.90W., 6th PM.
Under Criterion 2, federal lands within such surface leases are
unsuitable for coal Wining. A coal lease may be issued if [he
underground mining will not interfere with the special use permit and
the parties involved in the special use permit (Mountain Coal
Company), agrees, in writing, to coal leasing.
No mining re laced disturbances.vill occur within 100 feet of the
outside line of the right-of-way of Colorado State Highway 133 within
the tract. The angle of draw used co protect [he State Highway from
subsidence will be dictated by the approved CDMC Mining and
Reclamation Plan, (the esti~aced angle of draw is conservatively
estimated co be 25 degrees). However, mining related disturbances may
occur if, after public notice and the opportunity for public hearing
in the locality, a written _`inding is made by the Authorized Officer
that the interests of the public and the landowners affected by mining
~wichin 100 feet of a public road will be protected.
.For water deolecions, as part of the Mining and Reclamation Permit
.4pplicacion Package, the lessee shall furnish to the Regulatory •
Officer at the Office of Surface Mining an estimate of the average
23
