Proposed species are those which have been formally proposed to be • listed as threatened or endangered under the Endangered Species Ac c. Proposed species are afforded the same protection as listed species. Other species determined to be sensitive by the US FS and are known or suspected to be in the project area: Spotted Bat (Euderma maculatum) Tovnsend's Big-eared Bat (Plecotus townsendii) Tiger Salamander (Ambystoma tigrinum) Lewis' woodpecker (Kelanerpes lewis) Tiger Beardtongue (Penstemon mensarum) Candidate 2 status The following list are chose species determined to be sensitive by the US FS and are known or suspected to be in the project area or which the proposed action potentially could affect either the species or its habitat: Spotted bat Tovnsend's Big-eared bat Tiger salamander Lewis' woodpecker Northern Leopard frog Flannelmouth sucker Roundtail chub Northern goshawk Loggerhead shrike Flammulated owl' Euderma maculatum Plecotus townsendii Ambvstoma tigrinum Melanerpes lewis Rana rioiens Carostomus lacioinnis Gila robus[a Accioiter gentilis Lanius ludovicianus 0-us flammeolus • The Forest Service objective in sensitive species management (FSM 2670.22) states that we will "develop and implement management practices to ensure chat species~do not become threatened or endangered because of Forest Service actions." ~ re•:'_='= of the affects on sensitive species is documented in the Biological E•~al~:tion, Mountain Coal Company Box Canyon Tract Coal Lease Application CCG-5647. As a result of this evaluation and mitigation recommendations, it is our determination that the proposed action to. lease the Box Canyon Tract will have "no impact" on the northern leopard frog, tiger salamander, Townsend's big-eared bat, and spotted bat and "may impact individuals but is not likely to cause a trend toward Federal listing or loss of viability" on the northern goshawk, flammulated owl, lewis' woodpecker, loggerhead shrike, flannelmouth sucker and roundtail chub.
