Kashinski <br />Field Solicitor, Denver ~.~~~ ~ . ,./i~2ad`/x~:~ <br />SUBJECT: McClane Canyon Mine Mining Plan; Grand Valley Coal Co.; <br />Garfield County, Colorado; Federal Lease Nos. <br />C-0125437, C-0125515, and C-0125439 <br />This office has reviewed the decision package for the McClane <br />• Canyon Mine in Garfield County, Colorado. This mining plan will <br />supersede the McClane Canyon mining plan for Federal Lease No. <br />C-0125439 approved on July 6, 1982, and modified on June 2, 1986. <br />The applicant, Grand Valley Coal Company, now proposes to extend <br />coal mining operations into Federal Lease Nos. C-0125437, <br />C-0125515, and C-0125439, mining an additional 18.4 million <br />tons of Federal coal within the mining plan approval area. <br />The Secretary of the Interior and the State of Colorado have <br />entered into a cooperative agreement which delegates to the State <br />permitting responsibility for operations on Federal lands <br />pursuant to' § 523 of SMCRA. Pursuant to the Colorado State <br />Program and`the cooperative agreement, the State made findings <br />for approval of the permit application package on January 27, <br />1992. <br />The decision package includes proposed memoranda from the <br />Assistant Director, Western Support Center, to the Director of <br />OSM, and from the Director to the Assistant Secretary-Land and <br />Minerals Management, which recommend approval of the mining plan <br />modification.- <br />We find that any issues raised during review of the decision <br />package have been resolved and that approval of the mining plan <br />modification is consistent with applicable law. <br />f <br />
