Since 1989, housing vacancy rates <br />have dropped in response to regional population growth. In 1989, approximately 60 percent of <br />single family homes were owner occupied. There were a total of 12,517 housing units in <br />' Garfield County and a rental vacancy rate of approximately 10 percent. Available rental housing <br />consists ofsingle-family homes and mobile home units, as well as a modest number of <br />apartments, condominiums, and townhomes. Recent construction activity in Gazfield County has <br />' increased the stock of available housing, but this construction has not kept pace with housing <br />demands. <br />' Housing information is presented for these study azea communities because construction or <br />operating workers would likely commute to the job site from these locations. As Table 3.14-1 <br />illustrates, the housing stock increased by almost 2,700 units between 1990 and 1997. More than <br />95 percent of this increase took place in Garfield County. The supply of housing units in Rio <br />Blanco County increased by only 3 percent over this period. High vacancy rates in 1990 reflect <br />the sudden slow down in oil shale and other energy operations. With respect to individual <br />communities or azeas, the ]azgest percentage growth in housing supply (1990 to 1997) took place <br />in unincorporated Garfield County (18 percent increase), Rifle (15 percent growth), and <br />Glenwood Springs (15 percent). <br />The median value of a housing unit in Garfield County in 1990 was $90,400, versus $57,400 in <br />Rio Blanco County. Median rent in 1990 was $407 per unit in Garfield County, and $329 per <br />' unit in Rio Blanco County. <br />3.14.5 Community Facilities and Services <br />' This section describes the availability, capacity and limitations of facilities and services within <br />the Garfield and Rio Blanco County study azea. The following was researched through data <br />provided by state and local agencies, supplemented with interviews of key local facilities and <br />Affected Environment <br />Population projections are not available for study azea communities.
