Mr. Steve Layton -2- April 18, 1984 <br />Our preliminary calculations show the volume of material necessary to be <br />removed from stockpile No. 1 to be as much as 20 times greater than the 5,000 <br />Cubic yards Contemplated in GEC's plan. GEC should re-evaluate the amount of <br />material to be moved from Stockpile No. 1 to the West pit. <br />4. GEC's plan does not commit to a post-mining configuration for the East <br />and West pits. I suggest a survey be taken of Stockpile No. 1, Stockpile No. <br />2, the West pit and the East pit, mass balance ca]culations determined, and a <br />final post-mining configuration proposed for the East and West pit areas. <br />6. GEC's plan does not address all areas. GEC has an obligation to reclaim <br />the Orphan, North Orphan, and the Refuse pits. GEC's plan must consider this <br />reclamation. <br />6. GEC's plan does not adequately address reclamation of the main haul road <br />and tipple areas. Reference is made to negotiations with Dorchester Coal <br />Company concerning assumption of the reclamation obligations for these areas. <br />In order for another company to assume reclamation obligations far these <br />areas, they would need to go through the permitting process. At this time, <br />the Division does not have a request from any company to permit these areas. <br />GEC will remain responsible for these areas until such time that another <br />entity assumes the reclamation obligations. Since no permit is pending <br />concerning these areas, GEC's plan must address a schedule for reclamation. <br />I hope this letter is of use to you as you prepare for the April 26, 1984 <br />Board meeting. The meeting will be held at 9:00 a.m. in Room 110 of the <br />Centennial Building, 1313 Sherman Street, Denver, Colorado. If you would like <br />to meet to discuss any details of GEC's reclamation plan and schedule, I will <br />be glad to do so. However, I must reiterate that if the deficiencies noted <br />above are not corrected, I will report to the Board that the plan submitted on <br />April 13, 1984 does not satisfy GEC's reclamation obligations and recommend <br />forfeiture of the performance bonds. <br />Sincerely, <br />~~/ ~`~Q~ <br />Edward L.
