BANTA, Dlreetor <br />June 19, 1989 <br />Mr, Y,enneth IJordstrnm <br />Director of Environmental health <br />Delta County Health Department <br />103 West 11th Street <br />Delta, Colorado 81416 <br />RE: Western Slope Carbon, HavAc's Nest Mine Gob Disposal Pit <br />Dear Mr. Nordstrom: <br />This letter is in response to your May 11, 1989 letter regarding the coal <br />processing waste disposal area adjacent to the Delta County landfill site. <br />Rv virtue of the regulations under which our Division operates and the <br />requirements of the reclamation plan for the Hawk's Nest Mine, a portion of <br />the existing coal processing waste disposal area will need to be used by the <br />Division for disposal of coal refuse material and non-salvageable coal <br />stockpile material remaining at the East and West mine areas. Additionally, <br />it appears that some disposal of non-salvageable demolished structures and <br />facilities from the mine at the Delta County Landfill site will be necessary. <br />Due to the present configuration of the mine site and the approved backfillinq <br />and grading plan, only minor quantities of coal waste and demolished <br />structures can be buried on site without adversely affecting slope stability <br />and the ability of regraded areas to be successfully revegetated. Our present <br />schedule involves beginning reclamation work at the west mine area during the <br />latter Dart of July. Reclamation work at the east mine area should begin in <br />September or October of this year. <br />In regard to your question as to the flammability of the refuse material at <br />the disposal area, no specific analyses of the refuse could be located in the <br />Division's files. However, the Division's experience with coal processing and <br />development wastes at other mine sites indicates that the material should be <br />considered flammable and susceptible to spontaneous combustion if not disposed <br />of properly. Our regulations in general require that this type of material be <br />placed in horizontal lifts, compacted to within 90% of maximum dry density, <br />and covered with a minimum of 4 feet of non-toxic, non-combustible material. <br />The Division will be completing volumetric calculations of the remaining coal <br />materials at the east and west mine areas in order to determine the quantity <br />of material to be hauled from the mine to the disposal area. The volume of <br />demolished structures and facilities to be hauled to the landfill cannot be <br />accurately determined at the present time due to incomplete data regarding <br />salvageability/scrap value of steel structures and the extent to which other <br />types of demolished structures can be disposed of on site by burying or <br />burning. <br />215 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
