L ;_ ~~ ,._,.:_ ,.__„~;;;Cs <br />Denver, Colorado 80203 <br />Dear Mr. Munson: <br />As a result of my letter dated September 16, 1983, a meeting was held on <br />September 28, 1983. in this office between Dan Mathews of the Mined Land <br />Reclamation Division (t~ff.RD) and David Harper of Bureau of Land Management <br />(BLM). The meeting focused on coordination between the respective agencies. <br />Re-emphasized during this meeting were the procedures our respective agencies <br />are to follow prior to approving an MLRD or BLM authorization on the mine per- <br />mit. Dan agreed to send BLM a copy of all minor or technical revision appli- <br />cations prior to issui:~ a completeness notification. David agreed that BLM <br />will respond within the time Frames set by MLRD. <br />Some discussion revolved around the Deserado Coal Mine, east of Rangely. <br />Since a portion of the amine permit is outside of the coal lease, the BLM <br />retained a vital role ir, authorizing uses within the permit. While the <br />BLM recognizes MLRD's ~;;:.i ion as lead agency for the mine permit, the <br />BLM also retains jurisd'_::lon for authorizing or amending any uses on <br />the permit that are not: -rated by the coal lease. <br />Indeed, several BLM rid' ,'-ways have been granted within the permit area <br />as well as several temp:~;;_-~ use permits and one lease. Separate decisions <br />from M1.RD and BLM contrc:c.'ug each other on a specific situation would be <br />inimical to our mutual rc:•-•.ce development goals. It is therefore imper- <br />ative that MLRD and B*tI 'c_:sions are worked in concert with each other. <br />To this end it was agr~~.' .`at both agencies will seek mutual concurrence <br />on all future actions :~~^,'-d ag authorizations at the Deserado Piine. This <br />will include, but not 'e: ,.. :-ed to, the mine permit or request for BLM auth- <br />orizations within th.: -.:~ permit area.
