Long <br />LA/WSVIIIe, CO 00027-2227 DivisionDuenor <br />RE: INCOMPLETE APPLICATION - Oakridge Energy, Inc., The Carbon Junction Mine <br />Permit No. C-92-080 -Technical Revision No. TR-03 (Mid-Term Review Responses) <br />Dear Mr. Savage: <br />The Division received the application for Technical Revision TR-03 to the Carbon Junction permit <br />on June 19, 1996. The Division has deemed the application incomplete for the purposes of filing <br />at this time, for the following reasons. <br />1) A copy of the mine's Stormwater Management Plan was not provided. <br />2) Copies of the Final Approval versions of the air emissions permits were not provided. A <br />copy of the January 19, 1996 letter from Oakridge Energy, Inc. (OEn, to the Air Pollution <br />Control Division (APCD), documenting OII's request for an extension of the permits, is <br />not completely sufficient for the purposes of DMG regulatory compliance. Further, OII <br />stated in the letter that the air emissions permits received Initial Approval on August 19, <br />1994, and they were sei to expire 18 months after that approval. As such, it appears that <br />unless the APCD has approved the request for permit extension, the Carbon Junction Mine's <br />air emissions permits have expired. <br />3) Copies of documentation verifying that the two well permits are still valid were not <br />provided. Please provide any correspondence OII may have documenting the State <br />Engineer's receipt and subsequent review of OII's well permit renewal applications. As <br />with the air emissions pernrits, it appears that unless the State Engineer's Office has <br />approved the applications, the two well permits have also expired. <br />4) Information pertaining to the maximum, minimum, and average surface water Flow of the <br />Carbon Junction Canyon stream was not provided. This information, specifically required <br />by Regulation 2.04.7(2)(b)(i), helps to identify the stream's critical low flow and peak <br />discharge rate. If this information is currently in the permit, could OEI direct the Division <br />to its location? <br />STATE OF COLORADO <br />5) Information requested pertaining to the protection of the hydrologic balance, specifically <br />with regard to the protection of surface water quality, was not provided.
