These plans shell describe the geotechnical <br />investigations, desigtib, construction, operatiat8, tnaintenance9, and removnl10, if appropriate, of <br />the site and structures acid shall be prepared by a qualified registered professional engineer ~. <br />'Maps are provided. Although not provided for each site, they appear to be sufficient to <br />characterize the sites. Exhibit 13 is a geotechnical design of fill areas, and provides generalized <br />information for a number of structures. The consultant makes the recommendation for site <br />specific geotechnical investigations at each site. With a few exceptions, no such site-specific <br />investigations were found during this review. <br />6 Typical face and section view (Figure 4) were found for the Jeff Canyon Surface Mine and type <br />designs were found (Figure 5 for a typical keyway design, Figure 6 for drain requirements, and <br />Figure 8 benched fill details. <br />~ Construction has been described in a number of areas of the submission.. Lifts of 4 to 6 feet are <br />planned (Exhibit 13, Initial Stability Analysis, Dec 9, 1996, page 14). <br />s Operation is described in a number of places in the application. <br />9 No description of maintenance specific to spoil fills was found during this review. <br />10 Removal of fills is not contemplated. <br />~ ~ All the maps and geotechnical analyses had been certified by a registered engineer. The application presents typical criteria and <br />often cites the requirements of rules but not that they will be followed. Suggest the applicant be <br />required to develop across-reference for each fill structure indicating the section of the <br />application that is applicable for each element of Rule 4.09. <br />
