These plans shell describe the geotechnical
investigations, desigtib, construction, operatiat8, tnaintenance9, and removnl10, if appropriate, of
the site and structures acid shall be prepared by a qualified registered professional engineer ~.
'Maps are provided. See Maps2.05.3-1 and 2.05.4-1.
See the review comments under Rule 2.10 below.
Cross sections drawings are provided (Figures 2.05.4-14a through 2.05.4-14c for the Lorencito
Canyon Mine, and Sections in Exhibit 16 for the Jeff Canyon Surface Mine.
° See [he review comments under Rule 4.09 below.
s Test pits were developed at a number of locations ((Site Map/I'est Pit Locations, Lorencito
Surface Mine Phase I). Although not provided for each site, they appear to be sufficient to
characterize the sites. Exhibit 13 is a geotechnical design of fill areas, and provides generalized
information for a number of structures. The consultant makes the recommendation for site
specific geotechnical investigations at each site. With a few exceptions, no such site-specific
investigations were found during this review.
6 Typical face and section view (Figure 4) were found for the Jeff Canyon Surface Mine and type
designs were found (Figure 5 for a typical keyway design, Figure 6 for drain requirements, and
Figure 8 benched fill details.
~ Construction has been described in a number of areas of the submission.. Lifts of 4 to 6 feet are
planned (Exhibit 13, Initial Stability Analysis, Dec 9, 1996, page 14).
s Operation is described in a number of places in the application.
9 No description of maintenance specific to spoil fills was found during this review.
10 Removal of fills is not contemplated.
~ ~ All the maps and geotechnical analyses had been certified by a registered engineer. There is a
lot of text, tables, etc. that do not reFlect direct certification by an engineer.
Rule 2.10 See the Rules for the text of this rule. Maps reviewed met the requirements of Rule
2.10.
Rule 4.09 See the Rules for the text of this rule. The application presents typical criteria and
often cites the requirements of rules but not that they will be followed. Suggest the applicant be
required to develop across-reference for each fill structure indicating the section of the
application that is applicable for each element of Rule 4.09.
