The basic cover, production, and woody plant density data were <br />supplemented by excellent photos, and graphs, including very informative graphs <br />illustrating relative cover and species density by life form for each of the affected <br />and reference communities. This supplemental information further documents the <br />comparability of the affected vegetation types and [he associated extended <br />reference areas. For these reasons, resampling of the vegetation types for which <br />adequacy was not met, will not be required. <br />15. On Figure 10-9: "Relative Cover by Lifeform", it appears that native perennial <br />grasses were not represented in the mountain brush extended reference area. <br />However, Table IOB-2 indicates that native perennial grasses comprised 19% <br />relative cover within this community. If deemed appropriate, please revise Figure <br />10-9. <br />2.04.11 Fish and Wildlife Resources Information <br />16. As part of the permit revision review process, the Division of Minerals and Geology <br />coordinates with other applicable state and federal regulatory agencies. The U.S. Fish <br />and Wildlife Service reviewed pertinent sections of this application package. Please see <br />attached letter from U.S. Fish and Wildlife Service dated October 19,1998. In surnmary, <br />they have determined that raptor and many other animal surveys and protection measures <br />appear adequate. However, the Service believes that boreal toads (Bufo boreas boreas) <br />could occur in the project area. The boreal toad is listed as endangered by the State of <br />Colorado and is a Federal candidate species. The Service recommends that SCC survey <br />for the boreal toad tadpoles in ponded or slow water azeas as well as adults around the <br />breeding pond and riparian condors. Please provide a response to the attached letter, and <br />make any necessary updates to Tabs 11 and 23. <br />17. Please provide a detailed estimate of water depletions to the Yampa River (if any) that <br />may result from the proposed II-W South azea mining operations. The U.S. Fish and <br />Wildlife Service has requested that the Division of Minerals and Geology coordinate with <br />the Office of Surface Mining for consultation, if appropriate. Please refer to the attached <br />letter from the U.S. Fish and Wildlife Service dated October 19, 1998. <br />2.0~.4(21(el Revegetation Plan <br />18.
