_~ -, ; <br />• <br /> <br />EI Paso County Planning Department <br />~.r~ <br />July 1, 1994 <br />III IIIIIIIIIIIIIIII <br />999 <br />,.._ <br />u,~.. /U~ ~' 19~ <br />~'~,, <br />Colorado Division of Minerals & Geology U „r'~~Vry~ <br />1313 Sherman Street, Room 215 + 'Lys <br />Denver, Colorado 80203 ~s,. <br />RE: Permit Amendment Applications for M-77-211 and M-77-210 <br />To Whom It May Concern: <br />EI Paso County Planning Department staff have briefly reviewed the above-referenced 1994 <br />permit amendment applications for Castle Concrete's Pikeview and Snyder quarries and have <br />the following comments: <br />1) Both sets of revised plans appear to be consistent with the proposals which were <br />approved in concept by the Board of County Commissioners in 1993 and will potentially <br />allow for the enhanced reclamation activities agreed to in principle at that time. <br />2) We are not technically equipped to comment with respect to geotechnical issues, <br />particularly in association with the Snyder application. Geotechnical and safety and <br />reclamation concerns do appear to have been addressed in detail in the applications. <br />3) Compared with the plans now in effect, these "overexcavation" approaches will <br />certainly have less of an ultimate visual impact. However, during the mining process <br />there may be an increased visual impact from materials stockpiles, especially in the <br />case of the Snyder operation. Page 15 of the Synder application describes Phase WP <br />(the overexcavation hole) as having to be completely mined out before backfilling <br />occurs. This may necessitate substantial interim stockpiling of waste material. The <br />Planning Department would suggest that the stability and visual impact 9spects of <br />these activities should be fully evaluated and mitigated to the greatest extent possible. <br />4) Page 5 of Exhibit G from the Snyder application references the possibility that sediment <br />could escape into Williams Canyon, especially in conjunction with construction of the <br />west drainage pond. Steps which "should" be taken to reduce this impact are dis- <br />cussed. The Planning Department would recommend that this issue be further <br />evaluated and the language strengthened to mandate a timely sequencing of drainage <br />improvement activities. <br />27 E.
