WFC included all of the 2005 drill holes in the pending bond release (SL-09), so <br />they are not included in the cost estimate. <br />Task #021 <br />1. The culvert removal costs aze based on excavation, pipe removal and disposal, <br />and backfill costs. They are derived from the 2006 edition of the Means Sitework <br />and Landscape Cost Data publication. Excavation and backfill assume use of a <br />backhoe moving material at a depth 3 times the diameter of the culvert, for the <br />width and length of the culvert. Pipe removal is also from Means, at a rate of <br />50% of the installation costs. Disposal is from Means, assuming disposal on site. <br />2. This item has been discussed under General Comment #1, above. The Wyoming <br />Guideline, Appendix J, notes that their culvert removal costs do not include dirt <br />removal. <br />Task #022 <br />1. Page 2.5.3(3)-56 provides a list of powerlines which have been temporarily <br />placed on Morgan Road and the BB Detour Road. The task is an estimate of the <br />removal costs for all of these lines and poles. The unit costs are derived from an <br />estimate of power line and pole removal costs obtained by the Division from <br />contractors. <br />Task #023b <br />Since WFC clarified that the coal stockpile is at the edge of the active spoil dump, it <br />would be possible to move this material back into the pit with the spoil, so this task has <br />been removed, and the volume added to Task #003. <br />Task #024 <br />WFC's cost estimate included a list of each piece of debris, but did not include <br />dimensions or volumes of the material. The pictures provided do not clearly <br />depict the debris and equipment; they were dark black rectangles. The Division's <br />cost is an estimate of the time that would be necessary to remove the debris <br />observed in aerial photos taken by the Division showing the materials on site. <br />The Division could revise this estimate for improved accuracy if the dimensions <br />or detailed descriptions of the material to be removed were made available by <br />WFC. <br />
