Gunnison #1 - . 75 -Supplemental <br /> Lone Plane-Galt Coal Refuse Pile <br />(Permit No: C-80-007) <br />I have reviewed the supplemental information submitted by Kathy <br />Welt of Mountain Coal Company in response to my earlier adequacy <br />comment. You will recall that I asked for additional information <br />to support the consultant's choice of mechanical strength <br />parameters for the coal refuse. Kathy submitted a brief <br />explanation indicating that the material strength values were <br />obtained from the testing performed by the company in completing <br />its evaluation for the Lower Refuse Pile at the Mt. Gunnison No. 1 <br />mine. In response to my telephone inquiry she reminded me that the <br />earlier analysis had relied upon a lower strength value for the <br />refuse, also obtained from that same study. <br />In consideration of the information provided I recommend that you <br />conditionally accept the submittal, with the following condition. <br />The company should have its consultant, Envirocon, Inc., either: <br />(1) prepare and submit a more descriptive justification for the <br />selection of the mechanical properties used in completing the <br />analysis; or (2), perform a sensitivity analysis of the pile using <br />the selection of coal refuse strength values contained in the <br />earlier Lower Refuse Pile stability analysis. In the interim I <br />recommend that Mountain Coal be allowed to publish the appropriate <br />notice.
