.03 APPLICATION FOR PERMIT FOR SURFACE COAL MINING AND RECLAMATION <br />OPERATIONS <br />2.03.1 Objectives <br />The purpose of this section is to ensure that the Division receives all relevant information required on <br />surface ownership, coal ownership and the compliance history and status of BRI for continues coal mining <br />operations at the Golden Eagle Mine. This information is provided in the following sections to ans+ver <br />each specific question with regard to continued operations. <br />2.03.2 Responsibilities <br />A written application is included in this permit application under which BRI will continue mining <br />operations at its Golden Eagle Mine. The following application provides the required information and its <br />location within this Document for conducting coal mining in Colorado. <br />2.03.3 Format and Suoplemen[al Information <br />Additional information, which has been utilized by BRI to support the baseline data and other operating <br />data, is included in the text and presented in the Exhibits potion of this application. Data, which has been <br />taken from the various reports, analyses, and other reference material, is shown on the Maps and within the <br />application for which this information was developed. <br />Numerous analyses of the soils, overburden, underburden, coal, and surface and ground water have been <br />completed by BRI. Analytical work of each of these materials was primarily done by CT&E of Golden, <br />Colorado and Core Laboratories of Aurora, Colorado. Laboratory procedures for testing the overburden, <br />soils, and water comply with standard EPA and USGS procedures for the various required constituent <br />analyses. <br />,r <br />- The supporting information and technical data supplied by various individuals and companies, as sho+vn in <br />the Exhibits portion of this application, are also listed in Table 1, Organizations Supplying Technical and <br />S upp I emental Information. <br />BRI filed five (5) copies of this complete permit application with original signatures. Each application <br />contains text addressing the appropriate Rules, and Exhibits and Maps, which support the explanation, <br />required in the text portion. <br />2.03.4 Identification of Interests <br />(1) & (2) The permit applicant for the Golden Eagle Mine is Basin Resources, Inc. (BRI), a Colorado <br />corporation, located at 14300 Highway 12, Weston, Colorado 81091; telephone number (719) 868-2761. <br />The Golden Eagle Mine is located approximately 6 miles west of Weston, Colorado. All permit <br />information, as well as compliance information. is at the Mine Office, 14300 Highway 12. Weston, <br />Colorado 8]091; telephone number (7}9) 868-2761. BRI's Employer Identification Number is 74- <br />1959458. <br />Map 1, Surface Ownership and•Map 2; Ccsal Ownership show all legal and equitable owners of record of <br />the coal mined and all affected surface above the underground mining activities. <br />There are no purchasers of record under a real estate contract for property overlying areas which BRI's <br />mining activities will affect duriogthe five (5) year permit term. The Rocky Mountain Elk Foundation <br />(RMEF) has acquired an option to purchase lands including the permit and disturbance areas South of <br />Highway 12.
