Box 467 <br />Golden, CO 80402 <br />RE: Permit Renewal Application for Keenesburg Mine (C-81-028) <br />Dear Mr. Jesser, <br />The Division received the permit renewal application for the <br />Keenesburg Mine on May 2, 1991. After a preliminary review, the <br />Division has deemed the application incomplete. Since the <br />application was received 180 days prior to expiration of the <br />current permit, the rights to successive renewal still apply. <br />Two items which are required by our regulations were omitted from <br />the application. Rule 2.08.5(2)(b)(iii) 'requires that a <br />demonstration of current liability insurance for the next permit <br />term be included in the renewal application. No insurance <br />certificate was included in the application submitted. Rule 2.03.8 <br />requires that the renewal application indicate the permit term for <br />which renewal is being requested. This section of the application <br />needs to be revised to indicate that a five year permit term is <br />being requested, assuming that is what Coors desires. <br />In addition, the proposed public notice should be revised in three <br />areas. The first sentence should be reworded to indicate that <br />Coors is submitting an application for renewal. As submitted, the <br />notice seems to be from the Division rather than from Coors. <br />Secondly, Sections 26 and 35 need to be included in the description <br />of the permit area. Finally, Room 215 should be added to the <br />address given for the Division. <br />
