Operations <br />1. Please describe Basin Resources' plan for bringing the garage oil facility, located just <br />west of the industrial building, into compliance with the SPCC plan. <br />2. Please address the potential for spontaneous combustion at the coal stockpiles at <br />New Elk. Please include the causes of spontaneous combustion in your assessment. <br />3. Please describe the methods that Basin Resources has and will implement in order to <br />keep air particulates from the coal stockpiles and from the mine site in general in <br />compliance with the air emissions permits. Please include haul trucks on Highway 12 <br />in your discussion. <br />4. What is the status of the two air shafts and the road leading to them? Is the road used <br />solely for access to those air shafts? <br />5. Please develop a list of the hazardous materials on site, where they are located and <br />how they are stored. <br />B. Hydrology <br />1. What is the status of Basin Resources' efforts to obtain a stormwater plan for <br />New Elk? <br />2. Has water monitoring data confirmed the predictions of the New Elk Mine PHC and <br />CHIS? Please elaborate. Include the AVF in your analysis. <br />
