However, we <br />offer three suggestions for your consideration concerning Exhibit H of the Reclamation Permit. <br />The first suggestion concerns the depth at which the topsoil is to be replaced. The Permit states <br />that topsoil will be replaced at a depth of 6 inches. The Division feels, to the extent practical, this depth <br />should be increased wherever possible to better support reclamation of the area. Secondly, the Division <br />suggests slightly altering the seed mix. As stated in Exhibit H of the Permit, Dean Riggs, DWM, <br />recommends the area to be reclaimed for Mule Deer. The Division suggests removing Arizona Fescue <br />and adding Idaho Fescue. Idaho Fescue also grows in the area and has a higher benefit to Mule Deer as <br />forage. Finally, as with all areas that have been disturbed, the possibility of infestation by noxious weeds <br />is more likely to occur. Exhibit E of the permit application does not mention a plan to control the growth <br />and expansion of these plants. A plan may need to be developed. <br />The Division appreciates having this opportunity for input.
