WEST ELK t`1INE 97fd 9295050
•
Mountain Coal Company
West Elk Mine
Past Office Box 597
Somerset, Colorado 97434
Telephone 914929-5 01 5
October 24, 1997
Mr. Michael Boulay
Colorado Division of Minerals and Geology
1313 Shertnan Street, Room 215
Denver, CO 80203
RE: Technical Revision No. 81 (Lone Pine Pond); West Elk Mine;
Permit No. C-80.007
Dear Mike:
P. 2
III IIIIIIIIIIIII III
999
Mountain Coal Company (MCC) has reviewed the Division's adequacy questions
~ regarding the above referenced technical revision application and provides the
following additional information.
l . The mine water to be discharged into Lone Pine Gulch, either from the pond or
directly from the pipeline, is discussed in the revised PHC (TR#80) currently
tinder review by the Division.
2. Upon completion of the pond construction, MCC will typically direct all of the
mine water to the pond. Any discharge, whether from the pond or directly from
the pipeline, will be sampled and analyzed to determine compliance with
NPDES discharge parameters.
3, MCC is unsure as to the observed instability of Highway 133 downslope from
the pond location to which the Division is referring. The North Fork of the
Gunnison River is located between the Lone Pine pond and State Highway 133,
as shown on Map 53A, Regardless, the liner will be installed prior to use.
4. The revised total topsoil calculation on Table 36 was incorrect. The total has
been revised as discussed in the response to question #5.
5. MCC has recalculated the azea of disturbance associated with the construction
of the pond to be 2.2 acres. Therefore, it is expected that approximately 3,500
CY of topsoil will be stripped and stockpiled. For expediency, MCC will not
object to the Division's use of the higher volume that was calculated by the
Division for the bond estimate. MCC will provide as-built voltunes following
the construction of the pond.
