<br /> <br />Mr. Ross Gubka -2- November 28, 1995 <br />Western Fuels-Colorado <br />b. Seed Mix No. 3: Topsoil stockpiles... Western Fuels proposes to remove alfalfa <br />from the seed mix. The remaining grass species should be adequate to stabilize the <br />soil surface. Removal of the legume component of this temporary seed mix should <br />not have adverse effects. <br />i. Site Variation Adaptability of Seed Mix No. 3. Additional genera are listed <br />depending upon site conditions. Alfalfa, Medicago, is repeatedly listed for site <br />adaptability. This genus is proposed to be removed from the seed mix. <br />Bromus sp. is also listed as adapted to speci£c sites but is not included in the <br />seed mix. Please explain this apparent discrepancy or make the appropriate <br />changes. <br /> <br />c. Seed Mix No. 6: Irrigated Pasture Mix. The Division agrees with changing the <br />composition of Seed Mix No. 6 to remove Reed Canarygrass (Phalaris arundinacea) <br />and include Alsike clover (Trifolium hybridium}, Redtop (.4grostis alba), and <br />Timothy (Phleum pratense). Although clover, Redtop, and Timothy aze adapted to <br />mesic sites, the Division is concerned that the Swale areas may be too wet to <br />support these species. Should the swales be too wet to be stabilized by the species <br />included in Seed Mix No. 6, Western Fuels needs to commit to stabilizing the Swale <br />areas with adapted species or alternate methods. (Species adapted to saturated <br />soils include Reed canarygrass [Phalaris arundinacea], Rabbitfoot grass [Polypogon <br />nonspeliensis], or others.) <br />i. Please include scientific names in the Seed Mix No. 6 table to avoid confusion <br />that may arise through the use of common names. <br />d. Seed Mix No. 7: Irrigated Alfalfa Hayland. Please include the scientific name for <br />Meadow Brome, Bromus biebersteinii, in the Seed Mix No. 7 table. <br />e. Descriptions of the utility and necessity of introduced species, as required by <br />Rule 4.15.2(3), are found on pages 2.05.4(2)(e)-9 and 10. With the addition of <br />Alsike clover, Redtop and Timothy to Seed Mix No. 6, a discussion of the necessity <br />of these three introduced species should be included as well. <br />£ Seed Mix No. 8: Dryiand Pasture. In the site variation adaptability of Seed Mix <br />No. 8, the genus 'Erymus" is referenced. What is this genus? Is this a <br />typographical error in reference to Elymus? Please correct or define this genus. <br />4. Table 2.05.4(2}(e)-1 shows a summary of "estimated acreages... within the New Horizon <br />2 Mine." <br />a. The proposed acreage for county road is roughly half of the previous estimate. <br />Please explain the difference. <br />b. The acreage of irrigated pasture has been reduced from 176.7 acres to 116.13 acres <br />for irrigated pasture and irrigated prime farmland. It appears that 60.57 acres are <br />intended to be converted to dryland pasture, which constitutes a change in post- <br />mining land use. Demonstrations required by Rules 4.16.3 and 2.05.5 need to be <br />
