When the mine was permitted <br />in the early 1980s, however, the water tanks and culvert were not included in the permit document <br />because this was an inactive area and has remained as such since the permit was issued, with <br />exception of Wyoming Fuel Company's self-directed cleanup efforts to eliminate potential hazards <br />in the West Portal area. Culvert C49 was not added to the permit until 1993 when the flurry of <br />NOVs were issued at the mine. Picketwire feels that adding the culvert at that time was an error. <br />However, rather than continue to argue with the Division over this culvert, we have added it back <br />into Map 14 and Table 21 (page 2.05-14a) and it will be reclaimed as future activities progress on <br />this inactive portion of the property. <br />As for the small subsidence area above the West Portal main entry, Picketwire hereby withdraws <br />the idea ofextendingculvert C-24 over the entry slope area to prevent infiltration of water. Instead, <br />we propose to monitor subsidence in the area and repair as necessary. Picketwire wil I fence the area <br />to prevent human or wildlife access for safety reasons and, depending on the situation at final bond <br />release, may retain the fence as a permanent structure. The fence will be afour-strand barbed wire <br />with steel posts measuring approximately 50 by 50 feet.
