Cattany <br />Division Director <br />Natural Resource Tru9ee <br />I have reviewed the Soils and Vegetation information Bowie Resources Limited (BRL) provided <br />for the Waste Refuse Disposal Area (WRDA). Overall, BRL did a good job of the baseline data <br />collection. I do have a couple comments as discussed below. <br />Soils Information -Rule 2.04.9 and 4.06 <br />BRL provided adequate soils baseline survey as required by Rule 2.04.9. <br />2. Page 2.05-38 has been revised to include the topsoil to be removed from the WRDA. <br />BRL does not say or reference a map showing where the topsoil from the initial <br />development will be stockpiled. Please include the identification of the topsoil stockpile <br />where the initial topsoil will be stored, and a map showing the location. <br />For past revisions, BRL has committed to reporting the volume of topsoil actually <br />salvaged and placed in the stockpile. Please include this commitment for the salvaged <br />topsoil from the initial lift. <br />Subsequent to the first lift BRL proposed to salvage topsoil in advance of each 50-foot <br />lift and direct hauling it to the completed bench. This is a good reclamation technique. <br />Please provide a commitment to report the depth and volume of topsoil that has been <br />salvaged in advance of disturbance and replaced on each lift. <br />Vegetation and Revegetation -Rule 2.04.10 and 4.15.7 <br />BRL identified two vegetation communities associated with the WRDA proposed <br />disturbance - a mixed shrubland and a juniper woodland. Both community types were <br />quantitatively sampled for cover and production. BRL has pre-established reference <br />areas for both of these vegetation types that were also sampled in July 2003. Rule <br />4.15.7(3) requires the permittee to demonstrate statistically that each proposed reference <br />area is comparable to its equivalent area to be disturbed in terms of vegetative cover and <br />herbaceous productivity.
