Introduction The Coors Energy Company (CEC) submitted an application for a technical
revision (TR) to Permit C-81-028 (Permit) [o remove approximately 213.25 acres (in the
southern portions of the north %z of Section 36, T3N R64W) from the permit area, and to add
approximately 3.35 acres (in the SW '/a , T3N R64W) to the permit area (a net reduction of 209.9
acres), for a revised permit area of 612.5 acres iit the Permit. The Application was dated
l0/20/00, submitted under CEC letter dated October 20, 2000, and received at the Division of
Minerals and Geology (Division) on Oct 23, 2000. The area of the permit to be removed was
undisturbed by mining activities, but approximately 15 acres have been disturbed by presently-
occupied soil enhancement operations not owned by CEC. The revised southern boundary
follows existing fences that have been in place for some time. The acreage added is to include a
vegetation sampling area into the Permit (SAE #2A). See the Permit Area Map revised (/2001.
The application was determined to be complete on October 3Q 2000. The permittee's public
notice was published on November 9, 2000. The suspense for public comments on the
permittee's notice was November 20, 2000. The suspense for agency comments to the Division's
letters was November 16, 2000. The date for a proposed decision of December 22, 2000 was
extended to February 28, 2001. A proposed decision was promulgated on February 16, 2001. The
public notice for a proposed decision was published on Febmary 22, 2001. The suspense for
public comments on the notice of proposed decision was March 4, 2001 (a Sunday, thus
extended to March 5, 2001). No comments or objections were received. The proposed decision
became effective February 16, 2001, and the permittee so notified on March 6, 2001.
