Notification <br />The subtttittal dated April 2, 2007 stated that the Division would be notified of a <br />neasured water quality parameter that exceeds the baseliute water quality standard, within <br />30 days. Rule 3.1.7 (9) states; "An Operator must provide the O„~?ce a written report <br />within five (S) working days' when there is evidence of groundwater discharges exceeding <br />applicable groundwater standards ar permit conditions imposed to protect groundwater <br />quality when these conditions are explicitly identified in the permft as requiring such <br />noiice." (italics added) MRV proposes the MW-5 well as the down gradient point of <br />compliance and commits to notification of the Division within five working days when <br />evidence exists of groundwater discharges exceeding applicable standards. <br />B: Monitoring <br />MRV has proposed baseline standards within the submittal dated Apri12, 2007. MRV <br />believes that the appropriate standard is the Agricultural groundwater quality as this is the <br />highest and best appropriate use for the groundwater in the entire Cash Gtilch azea. The <br />baseline water quality as measured at the minesite and the upgradient monaor well (MW- <br />1)indicate that TDS and sulfate concentrations exceed the MCL for drinking water, <br />thereby nilin$ out the use of this water as a drinking water supply. <br />
