The only concern I have regarding WECC's
request would be whether the facilities in place at the Mt. Gunnison No. 1
Mine are capable of accommodating the higher production rate. Specifically,
is the coal waste pile capable of accommodating the potential increase in
waste production I would expect to be associated with a significant increase
in coal production? If not, the applicant should clearly state so and conmit
to a timely submittal of an appropriate amendment to their existing approved
permit. The same concern should be applied to all other facilities at the
approved mine site.
0857E/scg
