We appreciate the opportunity to review these <br />applications only as they relate to the South Platte River. <br />We have the following comments to offer: <br />It has always been a concern of the District with the original mine owners and <br />now with Denver Water that setbacks from the South Platte River bank be in <br />accordance with the publication "Technical Review Guidelines for Gravel <br />Mining.Activities Within or Adjacent to 100-Year Floodplains" (Guidelines). <br />And in fact, it was our understanding that Adams County had required the owner <br />of the Road Runners Rest II Pit to comply with at least a 100-foot setback. The First Creek Major Drainageway Planning Study shows existing and future <br />flows in First Creek being intercepted by the upstream Howe-Haller pit. It is <br />our understanding that LaFarge, the Howe-Haller mining operator, is in the <br />process of designing inflow and outflow structures to accommodate First Creek <br />in their pit as required by their reclamation permit.
