General Comments <br />All coal mining operations have closed. The operator is in the process of backfillin~, the <br />portals and dismantling all surface facilities. Some materials have been moved to the site <br />of the No. 3 mine. <br />The old tipple has been torn down and was being removed in order to make room for !Jest Elk <br />Coal Company construction of the rail siding. <br />Tl~e electrical substation next to the ll2 mine portals was being dismantled by utility workers. <br />Two concrete abutements, one on each side of the river, where the coal conveyor spanned <br />across were observed and discussed. The Division feels that more environmental harm would be <br />created by removing the abutements than leaving them as permanent riprap. The operator was <br />instructed to clean up all the coal on top of the abutements and remove all the other related <br />facilities. <br />
