'_ <br />'~:., THE FOLLOWING PARTICULATE EMISSIONS CONTROL MEASURES SHALL BE USED FOR <br />"~` ENFORCEMENT PURPOSES ON THE SOURCES COVERED BY THIS PERMIT, AS REQUIRED BY THE <br />AIR QUALITY CONTROL COMMISSION REGULATION N0.1. THIS SOURCE IS SUBJECT TO THE <br />FOLLOWING EMISSION GUIDELINES: <br />Y'_. <br />a. = Mining Activities -Visible emissions not to exceed 20%, no off-property transport of visible <br />=`~ emissions. <br />b. Haul Roads - No off-property transport of visible emissions shall apply to on-site haul roads, <br />°y :. ~ the nuisance guidelines shall apply to off-site haul roads. . <br />c. Haul Trucks - No off-property transport of visible emissions except that when operating off the <br />''' property of the owner or operator, the applicable guidelines shall be no off-vehicle transport <br />S`'~: ~ of visible emissions. <br />#, <br />~9% <br />5~ Control Measures <br />~_ r.. <br />- 1. A 7 to 10% surface moisture content of the active working area of the coal refuse material <br />.stockpile shall be maintained. <br />2. Inactive piles shall be compacted to a maximum 90% Standard Proctor Density per ASTM <br />Method D-698. <br />3. Inactive piles shall be covered with subsoil/topsoil upon completion of each phase of <br />' construction as required by CMLRD to minimize area of refuse exposed at one time. <br />4. Revegetation will take place within 6 months of completion of topsoiling and subsoiling. <br />5. Emissions from vehicle traffic on unpaved surtaces shall be controlled by restricting vehicle <br />speed to 20 m.p.h., and watering 1-2 times a day as necessary (or maintaining 7 to 10% <br />moisture contentl• <br />• <br />051/15/1 <br />
