In addition, data from the following materials was used to provide background and reference
information for our comments on the proposed King Mountain Sand & Gravel Mine. Copies of these materials
maybe obtained upon request.
• CDOW Wildlife Resource Information System (WRIS)
• Northern Eagle/Southern Routt Greater Sage-Grouse Conservation Plan
• CDOW Radio-Collazed Greater Sage-Grouse Study: 2003 -Present
We would like to note that the Regular (I 12) Operation Reclamation Permit Application Form on the CD provided
by DMG for our review appeared to be missing a portion of the application for King Mountain Sand and Gravel
Mine prepared by your corporation. Subsequently, we were only able to review the Introduction and Exhibit A.
Exhibit B through Exhibit S were not included on the copy of the CD we received, nor were Attachments A-C. If
you would like the CDOW to provide you with additional comments regazding those documents, please forward
them soon.
CDOW SUMIVIARY OF PROPOSED PROJECT:
The existing gravel pit previously operated by Frank Hewes, now called King Mountain Sand & Gravel Mine is
located in agricultural rangeland approximately 5 miles west of Toponas, CO. The property is located on the
southwest portion of an azea locally referred to as Five Pines Mesa. The current pit is permitted for 10 acres, and
has been part of an active mining operation. King Mountain Sand & Gravel Mine is requesting that the permit
acreage expand from this initial 10 acres to 341 acres. It is our understanding that your client only intends to mine
184 of the 341 acres with no more than 67 acres being disturbed at any given time. The proposed mining operation
will be to mine construction aggregates, and you are proposing to complete mining in four separate phases over a
20-year period. It is also our understanding that all proposed mining will be dry mining that will occur above the
water table, dewatering will not be necessary, and the operation will include a processing plant, asphalt plant, and
concrete plant. Your client has indicated that there will not be any designated chemicals or acid-producing
materials used or stored on site.
DEPARTMENT OF NATURAL RESOURCES, Russell George, Executive Director
WILDLIFE COMMISSION, Philip James, Chair • Jeffrey Crawford, Vice-Chair • &ad Phelps, Secretary
Members, Bernard Black .Tom Burke • Rick Enstrom .Claire O' Neal • Robert Shoemaker • Ken Tones
Ex Officio Members, Russell George and Don Ament
