Mr, Stout - 3 - October 3, 1988 <br />Exhibits <br />Exhibit 12: This should carry a copy of the most current AHR. <br />Exhibit 19: The calculations need to justify revision of the <br />sediment control system at New Elk to allow additional <br />acreage to drain into pond 007 and for pond 006 to be <br />utilized as a slurry pond. This updated information <br />needs to be incorporated in Exhibit 19 and the old <br />calculations should be removed. <br />Exhibit 27: This should carry a copy of the most recent inspection. <br />Maps <br />Map 3: The map should be updated for the renewal term and so <br />identified. <br />Map 11: The access road segment passing under the conveyor that <br />leads to the refuse pile should be more accurately <br />located. It actually runs adjacent to the highway and <br />crosses over the discharge pipes from the refuse pond <br />spillway just as the highway does. <br />The boundaries of the "disturbed area" southeast of the <br />prep plant should be adjusted to include the segment of <br />haul road indicated there. <br />The road within the permit area leading to the EMD <br />facility should be designated as an access road. <br />It is misleading to call the road leading past the old <br />refuse pile down to Pond 004 a haul road, considering <br />the condition. It should be redesignated as an access <br />or light use road to reflect its actual capability. <br />If it is intended that haul trucks use the ramp down <br />the south side of the clean coal stockpile and the haul <br />road to the silo, then that haul road segment should be <br />extended to the foot of the ramp. <br />The coal conveyor belt system leading between the raw <br />coal stock pile areas has been removed. The map should <br />correspondingly be revised to show this. <br />The eastern part of the segment of haul road between <br />the "conveyor belt" and the railroad track does not <br />intersect the rest of the system as shown but curves <br />southeast of culvert 15. If it did join as shown, a <br />culvert would be necessary for it to cross over Ditch <br />13. The map should be revised to show this. <br />
