Re: New Elk (C-81-012) and Golden Eagle (C-81-013) Permit Renewals
Dear Mr. Stout:
The Division has recently completed a review of the New Elk and Golden Eagle
permit renewal applications for the purposes of adequacy. The following
comments are based on that review, All responses should be directed to the
Division within a reasonable time (i.e. on or before November 1, 1988) to
allow for further review in order fora decision to be rendered by the
decision date which is November 30, 1988. The Division is continuing to
review the applications and may have additional comments, questions, or
requests which could require additional responses by Wyoming Fuel Company
(WFC). If that is the case WFC will be notified immediately and asked to
respond accordingly. The comments immediately following pertain to both
applications.
1) Table of Contents
a) The table of contents in both applications wi71 need to be updated
to reflect the current status of the mines. All revisions since
December of 1986 should be included. Several exhibits, new maps,
and new tables will need to be referenced in the table of contents
and added to the applications. The text in the applications will
also need to be updated to reflect the changes caused by the
revisions.
2) Section 2.03 - Corporation Officers and Directors
a) In both applications Table 2 appears to have some changes and
should be updated to reflect those changes. The present listing of
officers and directors should be inserted in both applications.
3) Section 2.03.5 - Compliance Information
a) This section will need to be updated in both applications to
reflect enforcement actions taken against WFC since 1986.
The previous comments pertained to both mines. The following comments will be
directed to each mine individually and include all remaining comments that
