d <br />Decision Memo <br />Colorado Marble, INC. <br />FLPMA Forest Road Permit <br />Salida Ranger District <br />Pike and San Isabel National Forests, <br />Cimarron and Comanche National Grasslands <br />Chaffee County, Colorado <br />Background <br />Forest System Road (FSR) 228 is an existing facility located in the El/2, Section 27, T. 50 N., R. <br />6 E., NMPM, Salida Ranger District; it provides access to patented mining claims owned by <br />Colorado Marble, Inc. and to the public at large for access to National Forest System lands. The <br />current road surface would benefit from the placement of base aggregate as well as drainage <br />reconstruction and maintenance, which will be authorized by the issuance of this permit. <br />Decision <br />I have decided to issue Colorado Marble, Inc. a FLPMA Forest Road special use permit with a <br />10-year term. This permit will allow for surface replacement and heavy maintenance to be <br />performed on this facility by Colorado Marble, Inc. <br />This action is categorically excluded from documentation in an environmental impact <br />statement (EIS) or an environmental assessment (EA), since this action falls under <br />category 31.12(4)(a), categories established by the Chief of the Forest Service as <br />described in FSH 1909.15, WO Amendment 1909.15-2004-3 <br />The categorical exclusion is appropriate in this situation because there are no extraordinary <br />circumstances that potentially may significantly affect the environment. I considered <br />floodplains, wetlands, threatened and endangered species, minerals, and cultural resource <br />management implications; these resources will not be adversely affected. The project area was <br />surveyed for Cultural Resources and the immediate area which surrounds the road was surveyed <br />for the presence of any Threatened, Endangered, or Sensitive (TES) flora and fauna, or the <br />potential for significant habitat of each. No significant cultural sites, TES species or critical <br />habitat were found within the project area. <br />Public Involvement <br />A proposal to issue a FLPMA Forest Road Permit to Colorado Marble, Inc. was listed in the <br />Forest Schedule of Proposed Actions on July 1, 2006. Information on the proposal was also <br />provided to internal clients. No negative comments have been received. <br />
