Middle Fork dam will be the first RCC dam to be constructed in Colorado. <br />It is designed to provide flood protection to the mine bench facilities <br />immediately downstream, as well as to store an emergency water supply <br />for the process plant. In this latter capacity, the dam is a major part <br />of the river water supply system. <br />Another advantage of the RCC dam is that much of the land identified for <br />borrow sites in the October 1981 Amendment was not required for con- <br />struction and has not been disturbed. <br />o In early 1984 plans were submitted to the Mined Land Reclamation <br />Division staff for the completion of a portion of the plant access road <br />below Davis Falls. These plans included final contouring of the Middle <br />Fork Creek and Davis Creek confluence area, the final grading of the <br />• mine bench and the final grading of the Lower Davis Gulch excess fill. <br />The field work, which is scheduled for completion in late 1984, repre- <br />sents a significant earthmoving project. The plan calls for moving <br />approximately 900,000 cubic yards of material from the area below Davis <br />Falls to the mine bench where it will be placed and compacted as <br />structural fill to create a level area of approximately 20 acres (see <br />Exhibit D-6). Ultimately this area will serve as the site for the mine <br />support facilities. The material remaining in the excess fill below the <br />falls (approximately 200,000 cy) is to be contoured to a slope of about <br />i on 2 and placed under permanent reclamation in a manner similar to the <br />reclaimed slope immediately to the south (see Exhibit D-7). Completion <br />of this portion of the main access road will be a significant step in <br />• providing orderly construction access for future development activities. <br />D-4 <br />
