EXHIBIT D <br />COLONY PROJECT DEVELOPMENT PLAN <br />Construction Work Completed, 1982 Through 1984 <br />Since May 1982, the construction program at Colony has consisted of select <br />projects which would be required under any potential development option. In <br />addition, emphasis has been placed on projects which could remove some of the <br />schedule conflicts which were encountered in the construction efforts in 1981 <br />and 1982. Another factor considered in the selection of some of these projects <br />was their beneficial impact on environmental protection during the construction <br />period. <br />• Construction projects completed at Colony since mid-1982 include the following: <br />o A railroad spur from the existing Denver and Rio Grande Western Railroad <br />siding in Parachute was completed in 1983 in a joint effort with Union <br />Oil Company of California. This spur will serve the Exxon terminal <br />facility and Union Oil's upgrading facility. The railroad spur will en- <br />hance the delivery of equipment and supplies during future development <br />(see Exhibit D-1). <br />o Fourteen (14) miles of County Road 215 were upgraded to standards <br />corresponding to a Colorado Type B rural highway. The upgrading includ- <br />ed major realignment, widening and paving. This project was also a <br />joint effort with Union Oil. The completion of County Road 215 in 1984 <br />• has significantly alleviated traffic congestion for orderly project <br />development (see Exhibit D-1). <br />D-1 <br />
