<br />~~ <br />• The indicated conveyor sections will remain and will be modified to increase conveyor <br />width as part of the overall coal handling facilities expansion. Map 3213 has been revised to <br />correct the error as noted. Please see accompanying revisions. <br />55. Please provide a new or revised description of all mine facilities, both proposed and existing, <br />which includes the location, composition, and dimensions. Please include in the dimensions the <br />width, length, height, thickness, distance below grade, diameter, area, and/or circumference as <br />applicable. <br />Response: Please refer to previous Response 20 above. The description of mine facilities <br />presented in the technical revision has been reviewed and revised as appropriate. A table <br />listing the dimensions and construction materials for all structures has been developed for <br />insertion in Section 2.05.3 (refer to pages 2.05-5c through 2.05-Sf) as a basis for reclamation <br />bonding calculations. This cable will be revised and supplemented, as appropriate, by as- <br />built information following completion of final designs and construction. <br />56. Please provide volumes for all required earthwork to reclaim the site, and include a material <br />balance for construction and reclamation. Please indicate whether the volumes provided include <br />a material swell factor, and what factor, ifany, has been applied. <br />Response: A reclamation material balance has been developed based on comparison of the <br />existing and postmining topographic configurations. The material balance, which has been <br />formatted for inclusion in Section 2.05.4 of the permit document includes cut/fill volumes <br />in bank cubic yards and provides typical swell factors for calculation of material movement <br />• requirements and equipment productivities. Please see accompanying revisions. <br />57. Please provide a reclamation plan for the existing cemetery road which will be abandoned with <br />the construction of the new haul road <br />Response: The existing cemetery road will be eliminated and absorbed into the expanded <br />coal stockpile area in conjunction with soil material removal and grading operations for the <br />stockpile. Reclamation of this area is addressed in the permit document under the <br />discussion of reclamation activities for the Elk Creek Facilities Area and is shown on Map <br />E-3214, Postmining Topography and Drainage. Please see accompanying revisions. <br />58. Number 3 on page 2.05-13 indicates that the road up Elk Creek Canyon will be left in place due <br />to the fact that it connecu to the cemetery road, yet maps and other locations state that the road <br />from the cemetery will be reclaimed Please clarify. <br />Response: The existing road which extends up Elk Creek is pre-law disturbance and will <br />not be reclaimed. The remaining road segment will, however, no longer be accessible since <br />the Elk Creek Facilities area, the existing road to the cemetery, and the temporary <br />extension of the West Valley Haul Aoad extending to the expanded Elk Creek topsoil <br />stockpile will all be reclaimed. All permit text discussions and maps have been reviewed <br />and revised as appropriate to clarify this issue. Please see accompanying revisions. <br />59. Page 2.05-24 states that all foundations will be removed to 1' below grade. Foundations need to <br />• be broken up and removed at least 4' below grade as to not interfere with rooting. Please revise <br />the text and reclamation plan accordingly. <br />
