Re: Permit C-81-019, PR-O1/Permit Renewal Supplemental Information Dear Mr. Wathen, During a March 25, 1992 telephone conversation with Larry Routten and subsequent letter dated March 25, 1992, he requested additional information and clarifications on a number of items pertaining to C-81-019, PR-O1. Colowyo's response is as follows. Numbering corresponds to MLRD's PR-O1 concerns. (~ / 7. Blasting Records Colowyo has previously submitted additional "typical" overburden shot designs shown as Figures 2 and 3 in the Technical Revision for Section 11. It is important to reiterate that due to the inherent complexities of the Colowyo mining operations, the surface blasting program has been developed to conform with a variety of coal seams and diverse overburden handling techniques. Surface blasting design therefore, will vary depending upon conditions. Colowyo's submittal of these "typical" designs represent merely one typical blasting design in a spectrum of similar designs. The submittal of these designs in the permit is not required by the regulation, and is not intended to specifically represent all blast patterns used at Colowyo. We have, however, included a revised page 2.05-28 which will refer the reader to the "typical" designs shown in the Section 11 Technical Revision.
