The operation was an <br />underground coal mine located near Cedaredge in Delta County, Colorado. The <br />coal which was mined was privately owned and the surface which was affected <br />was privately owned. Undeveloped coal reserves are federally-owned. A copy <br />of the reclamation permit is enclosed, pursuant to Rule 2.07.4(2)(C).
