Long
Division Dvecan
FROM: Bruce Stover/%~c.~
RE: Stability Review, TR No. 63; West Elk Mine, File
No. C-80-007
I have evaluated the reconfigured phase V design of the Lower
Refuse Pile at the West Elk Mine. This included reviewing the
currently approved design as set forth in Exhibit 51, Volume 10, of
the permit file, as well as a brief discussion of the revision with
Jim Pendleton.
As you indicated, the revised design will result in a smaller pile
than was originally planned. The revised Phase V pile will only
contain 240 thousand cubic yards, as opposed to the originally
anticipated 582.6 thousand cubic yards. The stability analysis
shows that the revised configuration will meet required factors of
safety.
Jim suggested that since the
a back slope which creates a
above the refuse pile, and s
upslope ditches and drains,
positive drainage along the a
of the pile.
