We plan to install
three to four additional small depressions/ water stock tanks on the Section 16 Reclaim
Area. Please refer to Map 12, Hydrology, South Area for the location of the proposed
sites. These tanks will be built to similar specifications as those approved in TR-38.
Please see attached Hydrology Inputs and Designs and Water Tanks Inspection Report
for additional information.
The design parameters of the tanks are such that they do not require a permit
from the Office of the State Engineer. Attached, please refer to the letter from Edward
Blank, Office of the State Engineer, dated January 22, 1997 for clarification when
permits are not required. Permit page 4.05-8 has also been revised to provide for
additional small depressions.
The Division also made reference to the water depletion effects on federally
listed endangered fish species in the Colorado River system. Water depletion, as a
result of the expansion of Permit C-81-019 through the PR-01 process and the
construction of additional sedimentation ponds was previously reviewed by the U.S.
Fish and Wildlife Service (U.S.F.W.S. Windy Gap Process). The U.S.F.W.S.
determined that the effects of water depletion could be offset by a one-time contribution
to the Colorado River Fish Recovery Fund. A check for the amount of $29.90 was
forwarded to the National Fish and Wildlife Foundation (see attached documents).
