<br />Technical Revision No. 06 <br />Permit No. M-77-344 <br />Noloam, Inc. Quarry <br />Portland, Colorado <br />1. Introduction <br />The purpose ofthis Technical Revision is to allowthe landfilling of cement kiln dust (GIGO) in previously <br />mined areas of the Holnam, Inc. quarry. Included in this Technical Revision is a description of Holnam's <br />CI{D disposal procedures and facilities, a closure plan for the disposal areas, a description of erosion <br />control measures used at the site, a discussion of CKD sampling and analysis, and a description of <br />hydrogeologic conditions at the site. <br />The Holnam Portland quarry is located in the SE 1/4 of Section 17, T19S, R68W, Fremont County, <br />Colorado (Figure 1) which is adjacent to the Arkansas River approximately 22 miles northwest of Pueblo <br />and five (5) miles east of Florence, Colorado. <br />The "affected area" of the quarry consists of approximately 485 acres located on the north side of the <br />Arkansas River. Approximately 107,000 tpy of CKD is currently disposed of in onsite landfills in mined <br />portions of the quarry (Figure 2). In addition to the CICD, sludge from the nearby Fremont Sanitation <br />District wastewater treatment plant is added to the landfill as daily cover. The site is currently operating <br />under a mining permit (No. M-77-344) obtained from the State of Colorado. The mine reclamation plan - <br />statesthat CICDwill beused for mine reclamation. Under Colorado Solid Waste Regulation IA 1.3.7, CKD <br />is exempt from regulation for facilities that currently have mining permits, therefore, the site does not have <br />a solid waste_permit for landfilling CICI). <br />2. Description of Holnam's CICD Disposal Plan and Disposal Facilities. <br />Disposal of CKD into the quarry area at Holnam's Portland plant began in 1986.
