6.4.7 EXHHiIT G -Water Information
12. The applicant has provided a groundwater monitoring program with a commitment to
monitor groundwater levels upslope of the slurry wall. The applicant has also indicated that they
can install a "french drain" system upgradient of the slurry wall approximately one foot above the
highest level of the water table level as determined by our monitoring data. In consideration of
the number of private well owners near the Stagecoach Pit and the increasing frequency of citizen
complaints received by the Division from well owners near alluvial sand and gravel operations
along the South Platte River corridor, the Division encourages the operator to install a french
drain system during constuction of the slurry wall. The Division agrees that such a system will
be pro-active and will minimize the potential for adverse effects to any nearby private well
owner. Please comment on whether the operator will install a french drain system during the
construction of the slurry wall. If yes, an itemized cost for installation of the french drain system
will need to be included in the reclamation cost estimate, Exhibit L.
6.4.12 EXHIBIT L -Reclamation Costs
13. The reclamation cost estimate will need [o include an indirect cost for all direct costs
including installation of the slurry wall and french drain system, if applicable. However,
several options are available to the operator to reduce the overall reclamation cost. These
options include the following: Option 1) Eliminate the cost for slurry wall installation as
soon as the slurry wall is completely installed and the operator can demonstrate in writing
with correspondence from the Office of the State Engineer (OSE) that the slurry wall meets
the performance standazds of the OSE; Option 2) Apply for the regulated construction option
with a 20% bonding requirement upon submittal of all required technical information and
quality assurance/quality control information.
Currently, the Division will include the following direct costs in the reclamation cost
estimate for the Stagecoach Pit:
$109,256 Backfilling
9,582 Respreading Topsoil
11,200 Final Grading /Contouring
4,950 Grass Seeding, Mulching, Fertilizing
S1S,844 Slurry Wall Installation
? The Division acknowledges the operator's commitment to maintain a 200 foot setback from
all permanent man-made structures until agreements are reached with the owner(s) of such
structures or a slope stability analysis is submitted to and approved by the Division.
