~ The surface mining operations utilize truck/shovel and dragline <br />mining methods. Ten coal seams are mined at a production rate of <br />about four million tone per year. About 230 additional acres of <br />surface disturbance in the mining plan area will result from this <br />action. <br />A chronology of events related to the processing of the PAP is <br />included with the decision document. The information in the PAP, <br />as well as other information identified in the decision document, <br />has been reviewed by Colorado MLRD staff in coordination with the <br />OSM Project Leader. <br />During the review of the PAP, no major issues were identified. <br />The public was notified of the availability of the PAP for review <br />by publication of newspaper notices for four consecutive weeks, <br />with a last publication date of June 25, 1991. No public <br />comments on the PAP were received after the public notice was <br />published. <br />Colorado MLRD determined that a bond amount of $17.8 million is <br />required for the Colorado Permit No. C-81-019 associated with <br />this mining plan action. Colowyo has provided surety bonds in <br />the amount of $14 million (payable to the State and OSM), and <br />Colorado MLRD has conditioned their permit approval to require <br />the entire $17.8 million to be posted prior to any surface <br />disturbance in the West Pit mining area. <br />The PAP submitted by Colowyo and updated through June 18, 1992, <br />Colorado MLRD's permit provided to OSM under the cooperative <br />agreement, the environmental assessment of the proposed action <br />and alternatives prepared by OSM, other documents prepared by <br />Colorado MLRD, and correspondence developed during the review of <br />the PAP are part of OSM's administrat' record. <br />Peter A.
